Icon Easel 98 and EasyIcons 98 includes an icon manager and an editor for creating Windows 95 icons, cursors and animated cursors.

With Icon Easel, you can create or edit icons in either 16-color, 256-color or true-color. Icons can be 16x16, 32x32 or 48x48 pixels in size. You can also create cursors and animated cursors.

EasyIcons is an icon manager. It allows you to extract icons from any application or EXE file, create icon libraries, view icon files, print icons, and cut and paste icons. It supports ICO and BMP formats.
