Nico's Viewer allows you to display, manipulate, and save BMP, EPS, GIF, JPG, PCX, PNG, TGA, and TIF images.

You can flip, mirror, and rotate an image; display information about its type, size, color depth, and so on; and copy it to the Clipboard.
