VirtuoCD is a virtual CD manager which allows you to create virtual CD drives.

You can use the program to store images of CD-ROMs on your hard drive. You simply create an image of a given CD, add any comments about it, and save the virtual image for later access.

When an image is mounted, it appears as a new drive in Windows Explorer, and can be accessed like any other drive.

In addition, VirtuoCD lets you play your virtual images automatically, and includes drag-and-drop capability.
