If Senators succeed in trampling your legislation, it is returned to the Reps and goes to the end of the queue. The legislation is lost for the level if it is rejected twice, depriving you of a scoring opportunity. However, you can call for a Double Dissolution and lose instead. The Budget is a crucial Bill that, if rejected twice, results in you losing and the game ending.
As you progress through the levels, the Senators become more animated and erratic, making it harder for you to pass the Bills successfully.
