I recently tried out Delphi and C++ Builder VCL and FireMonkey (FMX) GDI+ rendered Visual Instruments and found it to be a great software package for codeless development. It includes a visual graphical editor and visual live bindings, so it's perfect for beginners who want an intuitive interface.
There are plenty of features to choose from, such as LED control with on/off states and multiple states. You can also control LED intensity and/or color based on input value. Other visual instruments include a progress bar, thermometer gauge, angular gauge, linear gauge, analog clock, and various segment displays.
