Starting with Apple's OS X 10.2 Jaguar you can run your screen saver as your desktop background, and Desktop Effects gives you a GUI to make it happen.

This is a simple application that just puts a GUI on top of the command:

/System/Library/Frameworks/ScreenSaver.framework/Resources/ScreenSaverEngine.app/Contents/MacOS/ScreenSaverEngine -background

Unfortunately this command no longer works in 10.3 "Panter"- so you are out of luck there if you are running it.
