This is a GNOME theme modeled after HP computers.
Installing Gothic Style is a breeze. Simply right-click on your desktop, select "Change Desktop Background," and navigate to the first tab labeled "Theme." From there, drag and drop the theme's archive into the Appearance Preferences window. You should receive a confirmation message if everything went well. After that, clicking on the theme will activate it.
In regards to GNOME, it's an international effort aiming to create an entirely free software based desktop environment. This includes developing software development frameworks, selecting desktop application software, and working on the interface that handles application launching, file handling, window and task management.
GNOME is part of the GNU Project and can be used with various Unix-like operating systems - mostly Linux - along with Java Desktop System in Solaris. Originally standing for GNU Network Object Model Environment, the GNOME project prioritizes simplicity, usability, and making things "just work."
