JBIG2enc is a JBIG2 encoder software.
To use jbig2enc, you must have version 1.35 of the Leptonica library, which is licensed as Apache-ish. However, keep in mind that refinement coding can potentially cause Acrobat to crash. This may or may not be related to a bug in Acrobat.
When building this encoder, start by reading the PATENTS file in the same directory as the jbig2enc file. You'll then need to acquire Leptonica from its website and build it, making sure to have standard libtiff, libpng, and libjpeg. If you've unpacked Leptonica in ../leptonlib-1.35/, you should be able to type make. Otherwise, modify the path at the start of the Makefile accordingly.
To learn how to use jbig2enc, refer to the jbig2enc.h header for the high level API or the jbig2 program for usage examples. The latter is very brief and mostly concerned with argument parsing.
In terms of updates, this release of jbig2enc has implemented segmentation support for text extraction from mixed images. Flyspeck removal, however, has been disabled. Finally, some minor fixes have been made to the software.
