If you're looking to change a large set of data without any immediate effect or to experiment with new changes, JOSM may be what you need. This software also enables you to display photos taken during a track on the position they were taken, and use an offline editor for areas believed to be undergoing changes by other people. Furthermore, JOSM supports merging changes and conflict resolving from changed areas, but remember to do a download prior to every upload.
However, JOSM may not be suitable if you only want to name one street. In that case, you're better off using the online editor.
