ShaperProbe is a free and open source program that tries to detect if your ISP is  rate-limiting your traffic.

ShaperProbe detects token bucket traffic shapers, and characterizes the shaping (token) rate and burst size (bucket depth), and then compares it with the path (access-link) capacity.
