I recently tried out gnormalize, a versatile audio converter that comes equipped with an impressive range of features including a front end to normalize, an encoder/decoder, a ripper, a metadata (tag) editor, and a CD player. gnormalize is compatible with GNU/Linux and runs on gtk2-perl.
gnormalize decodes MP3/MP4/MPC/OGG/APE/FLAC files to WAV, normalizes the WAV to a targeted volume level, and re-encodes it.
