WebScout is a robust HTTP and SOCKS 5 proxy that monitors, filters, and shares internet access. It has an intuitive interface allowing the creation of access rules to block specific activities.

WebScout allows for the creation of rules that can either allow or block access based on time, username, workstation, domain name, filename, or directory. You can choose to block access to all EXE files or yahoo.com/games, or you can limit access to lunch hours only. You can also use the software to throttle certain requests' speed to a slower rate so that they don't congest your network. For example, MP3, EXE, and ZIP file downloads can be speed throttled to a maximum of 10 KB/s per user.
WebScout comes with a usage counter that keeps track of how much time and bandwidth a user or workstation has spent on the Internet daily, weekly or monthly. Usage limits can be applied to users, and when they exceed their quota, their access to the internet is restricted. With the new SOCKS 5 proxy feature, you can monitor and restrict usage in a wider range of internet programs like FTP, e-mails, IM chat programs, IRC, and P2P file-sharing programs. The software filters advertisements and adult content using built-in filters, and you can choose to log only blocked requests, log all internet activity in a text file, or disable the log altogether.
The latest version of WebScout adds Active Directory and NT domain authentication, allowing users to use their existing Windows logon password to access the internet. The software settings can be protected with a password to prevent unauthorized changes. Lastly, WebScout runs invisibly in the background as a Windows service, offering complete protection and total control.
