NAV was developed by the Norwegian University of Science and Technology (NTNU) back in 1999 as a collection of scripts used internally by its ITEA Network group. Its effectiveness quickly caught the attention of UNINETT, who took over funding of the project on behalf of all universities and colleges in Norway in 2001.
Since 2006, development of NAV has been spearheaded by UNINETT itself. NAV is available under the GNU General Public License, meaning the software is free for all to use.
